NOSBiH Statement on the Partial Outage of the Power System of Bosnia and Herzegovina on 21st June 2024
The circumstances surrounding the partial outage of the power system of Bosnia and Herzegovina, which occurred today at 12:25, are currently being investigated. According to the initial information available, the disturbance was caused by problems in the regional transmission network and the overloading of key 400 kV interconnection transmission lines.
As a direct consequence, the disturbance propagated through the power system of Bosnia and Herzegovina in a cascading manner.
A similar scenario occurred on 20th June 2024, when disturbances affected the power systems of Greece, North Macedonia, Albania and Montenegro. Thanks to the timely intervention of NOSBiH operational personnel and the localisation of the disturbance at the border with Montenegro, the collapse of the power system of Bosnia and Herzegovina was prevented.
As today’s disturbance also propagated to Croatia, with which Bosnia and Herzegovina has the largest number of interconnection transmission lines, it was not possible to prevent the partial collapse of the power system of Bosnia and Herzegovina.
At present, the cascading outage of transmission lines has affected the entire region, including Bosnia and Herzegovina, Albania, Montenegro, Croatia, and parts of Serbia.
Operational activities are underway to gradually restore electricity supply and reconnect generating units by energising the main 400 kV and 220 kV substations from the directions of Ugljevik and Tuzla towards Banja Luka, Sarajevo and Mostar, as well as from Croatia towards Mostar 4, Prijedor 2, Kakanj and Jablanica.
The restoration process is being hampered by high voltage levels in the 400 kV and 220 kV transmission network, preventing the energisation of transmission lines.
We would like to emphasise that, prior to today’s incident, the power system of Bosnia and Herzegovina, which is under the continuous supervision of NOSBiH operational personnel, had been operating normally at full capacity, with all key power system facilities functioning within normal operating parameters.
Power supply has been restored to all 400 kV substations and the majority of 220 kV substations. Generation is being gradually restored in coordination with generation control centres, while electricity supply to consumers is being progressively re-established in coordination with the operational areas of Elektroprenos BiH and the competent distribution system operators. Full normalisation of the system is expected shortly.
**14:59 Update:** NOSBiH has completed the energisation of all 400 kV and 220 kV substations and has issued instructions to the generation control centres and the operational areas of Elektroprenos BiH for the successive reconnection of generating facilities and 110 kV consumer substations. The final phase of system restoration is underway, including the reconnection of the remaining transmission lines currently in operation.
