Study Visit to Portugal: Exchange of Experiences on Energy Transition and Power System Resilience

From 16 to 19 June 2026, a delegation from Bosnia and Herzegovina, comprising representatives of the Independent System Operator in Bosnia and Herzegovina (NOSBiH), state and entity energy institutions, and GIZ, participated in a study visit to Portugal. The visit was organized with the support of GIZ and served as an important platform for knowledge exchange on renewable energy integration, power system resilience, and the implementation of key European energy policies.

During the visit, the delegation held meetings with the Portuguese Directorate-General for Energy and Geology (DGEG), the Energy Services Regulatory Authority (ERSE), and the Portuguese Transmission System Operator (REN). Discussions focused on Portugal’s experience in advancing the energy transition, implementing EU energy legislation, and managing electricity systems with a high share of renewable energy sources.

A particular focus was placed on approaches to risk management and preparedness in the electricity sector. The Portuguese institutions shared their experience regarding institutional coordination, identification of potential crisis scenarios, preventive and emergency measures, as well as strategies for enhancing the resilience and reliability of power systems in the face of climate-related and other emerging challenges.

The delegation also gained valuable insights into governance arrangements supporting the energy transition, coordination between ministries, regulators and system operators, and practical approaches to integrating large volumes of renewable energy while maintaining system reliability and security of supply.

The study visit contributed to strengthening cooperation between the participating institutions and provided useful examples and lessons learned that will support ongoing efforts to enhance the resilience, sustainability and decarbonization of the electricity sector in Bosnia and Herzegovina and the wider Western Balkans region.
