General Director of NOSBiH attended the session of the House of Peoples of the Parliamentary Assembly of BiH

General Director of NOSBiH Nemanja Pandurević attended 18th emergency session of the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina held on 30th September 2025.

The agenda of the session included the Draft Law on the Regulator, Transmission and Electricity Market in Bosnia and Herzegovina which has been proposed by the Council of Ministers of BiH, with a request that it be considered under an urgent legislative procedure. The House of Peoples has decided that this Draft Law will be considered under an abbreviated legislative procedure.

The Council of Ministers has previously established the Draft Law on the Regulator, Transmission and Electricity Market in Bosnia and Herzegovina, with a designation EI, as a confirmation of appropriate compliance with EU regulations in this field. The Draft Law, welcomed by the Energy Community Secretariat, was forwarded to the Parliamentary Assembly of BiH for adoption under urgent procedure, and it contains a table outlining its alignment with EU regulations and the opinions of all relevant institutions. Prior to this step, the governments of the Federation of BiH, Republika Srpska, and the Brčko District gave their formal approval to the text.

The Law aims to incorporate 16 EU directives, including the Electricity Integration Package focusing on establishing an organised wholesale electricity market and creating a national electricity exchange in Bosnia and Herzegovina, which are key requirements for BiH to gain exemption from the Carbon Border Adjustment Mechanism (CBAM). The proposed legal solutions support the objectives of the Growth Plan Reform Agenda and envision the integration of BiH’s electricity market with those of other Energy Community contracting parties and the EU.

The Draft Law sets the legal frame that will enable Bosnia and Herzegovina to fulfil its obligations under the Energy Community Treaty and the Stabilisation and Association Agreement. It also opens the door to increased investment in renewable energy and a cost-efficient decarbonisation of the electricity sector.

The process is aimed at the efficient use of produced electricity and secure supply to consumers in conditions of free competition of market participants which is aligned with new possibilities of contracting electricity sales, and with strong technical capacity of key sector stakeholders.

The Draft Law was prepared by an inter-ministerial working group comprising representatives from the Ministry of Foreign Trade and Economic Relations, relevant entity ministries, the State Electricity Regulatory Commission (DERK), Independent System Operator in BiH, and Elektroprenos BiH, with the support of the Energy Community Secretariat.
